Minimum Job-Specific Skills/Qualifications Required (in order of relative importance):
· Equivalent to possession of a bachelor’s degree, preferably with major course work in computer science.
· 7+ years programming experience in Information Technology.
· 5+ years experience developing complex Oracle packages, functions and procedures.
· Experience with the principles of full life cycle systems design and development.
· Thorough knowledge of relational database management systems.
· Thorough knowledge of the principles and techniques of database design, modeling, development, testing, and documentation.
· Thorough knowledge of the principles and techniques of systems implementation including conversion, data reconciliation, user training, and documentation.
· Extensive experience developing Oracle functions and procedures, including dynamic queries, parameterized functions and procedures.
· Extensive experience developing and documenting legacy data conversion processes.
· Knowledge of the Service Oriented Architecture (SOA) environment and Object Oriented design and development
· Excellent analytical capabilities and the ability to breakdown complex ideas into manageable pieces.
· Excellent verbal, written, analytical and communication skills.
· Ability to communicate effectively in English, orally and in writing.
· Defines activities needed to complete deliverables, provides accurate estimates and manages time to meet commitments.
· Demonstrated experience adhering to project plans and schedules.
Additional Skills/Qualifications Desired:
· Recent experience within government agencies or public bodies with projects of a similar type.
· Experience developing and documenting relational database models, based on functional specifications and conceptual object models.
· Experience with Oracle database performance monitoring and tuning tools and techniques Experience using application development tools, including ERWIN, Eclipse, JIRA, Subversion, and Toad.
· Working knowledge of XML and Oracle XML processing functions and features.
· Knowledge of other application development technologies, including UNIX, ColdFusion 10, JavaScript, and Crystal Reports.
· Knowledge of Unified Modeling Language (UML) tools and techniques.
